The Community Council forms the country's local legislature where laws and regulations that impact the local community as a whole are made or abolished. (It is estimated there will be approximately 140 Community Councils throughout the Island).

A Community Council consists of 12 counsellors, each elected for a 6 year term. Each counsellor is elected for a specific role within the council (see below). Community Council elections are held every 3 years (on the 1st Saturday of March) where half of the Council is up for election.

 

  1. Community Counsel for the National Assembly (National Assembly Representative) 

  2. Community Counsel for Security and Law enforcement

  3. Community Counsel for Civil liberties and Human rights

  4. Community Counsel for Education and Empowerment

  5. Community Counsel for Trade, Employment and Inland revenue

  6. Community Counsel for Health and Wellbeing

  7. Community Counsel for Technology and Infrastructure

  8. Community Counsel for Agriculture and Industry

  9. Community Counsel for Cultural affairs and the Arts

  10. Community Counsel for the Environment and Natural Resources

  11. Community Counsel for External relations (Mayor)

  12. Community Counsel for the Regional Assembly (Regional Assembly Representative)

 

The three 'Representatives' of the Community Council are: the Counsel for the National Assembly, the Counsel for the Regional Assembly and the Counsel for External relations (Mayor) who represents the Council and the Community at the National Assembly, Regional Assembly and at Official engagements, respectively.

The chair of the Community Council is rotated equally between the Community Counsel for the National Assembly (National Representative) and the Community Counsel for the Regional Assembly (Regional Representative). The Community Council may not convene if both of these counsellors are absent. The Chair of the Community Council, facilitates council meetings and upholds the sacred Hela values of Humanity, Wisdom and Self-sufficiency.

Community Council meetings take place on the 1st week of the month (Monday through to Friday). There are ten meetings a year At least 10 Counsellors must be present to convene a Community Council meeting. Matters before the Community Council shall only be passed or rejected on a majority conscience vote.
