National  Assembly

The National Assembly forms the country's National Legislature where laws/regulations that impact the country as a whole are made or abolished.

The National Assembly consists of elected representatives (i.e. Community Counsel for the National Assembly) from all the Community Councils in the country. They voice local issues at a national level in this forum. Appointed 'Governors who co-Chair Regional Assemblies also attend the National Assembly and have equal voting rights. The Governors voice regional issues at a national level in this forum. (It is estimated there will be 140 Community Council representatives and 9 Governors at the National Assembly (~Total 149).

The Chair of a National Assembly, the 'Speaker' is elected by the Assembly from its own members on a majority vote for a term of 6 years. The Speaker facilitates the National Assembly meetings and also serves to uphold the sacred Hela values of Humanity, Wisdom and Self-sufficiency. The Supreme Counsel for the National Assembly (the 'Prime Minister') attends the National Assembly and participates in the debates. The Supreme Counsel for the National Assembly can put forward bills/proposals from the Supreme Council to the National Assembly for a majority vote. However S/he has no voting rights at the National Assembly. This is to preserve the independence of the National Assembly.

National Assembly meetings take place every 3rd week of the month (Monday through to Friday). There are ten meetings a yearThe National Assembly may not convene without the Speaker or his/her appointee. At least 80% of the assembly must be present when voting takes place at the National Assembly. Matters before the National Assembly shall only be passed or rejected on a majority conscience vote.
